Leak Detection and Repair (LDAR) Programme and Monitoring
What is an LDAR Programme?
A Leak Detection and Repair (LDAR) Programme is required for the following sub-categories of the Listed Activities legislation:
- Subcategory 2.4 Storage and Handling of Petroleum Products
- Subcategory 2.5 Industrial Fuel Oil Recyclers
- Subcategory 3.3: Tar Processes
- Category 6: Organic Chemicals Industry
All industries listed above process liquid chemicals, therefore there is the opportunity for leaks to occur compromising the environment. An LDAR programme measures the gases that emerge when leaking liquids flash into gases. Following on from an existing LDAR, Leak Detection Monitoring (LDM) is the execution of the planned monitoring for leaks on the plant with a hand held VOC analyser, conducted as per US EPA 21.
This programme details the:
- type of inspection per component type
- how a leak is defined
- Monitoring Record Sheet
- Repair Record Sheet
